Legislative Update - MassCPAs Pathway Bill Moves Forward

We’re excited to share that on Thursday, August 7, H.352, An Act relative to modernizing the pathway to becoming a certified public accountant, was reported favorably out of the Joint Committee on Consumer Protection and Professional Licensure. This marks a critical milestone in the legislative process, as the bill now advances to the House Committee on Ways and Means.


What happens next?


The House Committee on Ways and Means will review the bill’s potential fiscal and administrative impacts. During this stage, members may offer amendments before deciding whether to advance it to the full House of Representatives for debate and a vote. If approved by the House, the bill will follow this path:

  1. Sent to the Senate, where it is referred to the appropriate committee for further ieview.
  2. If approved, it proceeds to a vote by the full Senate.
  3. If any changes are made, a conference committee may be formed to reconcile differences between the House and Senate versions.
  4. Once both chambers pass an identical version, the bill is sent to Governor Healey to be signed into law or returned with recommendations.

As written, this bill would modernize the CPA licensure process in Massachusetts, making it more accessible while maintaining professional standards. MassCPAs has been actively engaged in advocating for this legislation and continues to work closely with lawmakers as the bill moves forward.
